FED:Crime report highlights Mexican drug risk

MELBOURNE, April 15 AAP - Australia's flourishing economy is proving irresistible to
brutal Mexican drug cartels and other organised crime syndicates, the Australian Crime
Commission (ACC) says.

ACC chief John Lawler says the Mexican cartels would continue to push hard into Australia
where they could reap up to 100 times more for a kilo of cocaine than in South America.

Speaking at the launch of the ACC's report into organised crime, Mr Lawler highlighted
the amphetamine trade, money laundering and identity crime as the biggest risks to Australia.

He described organised crime rings such as the Mexican cartels as an "ever evolving
trans-national phenomena of immense size".

"If we look at the supply side we have quite clearly a very wealthy country, a very
lucrative market and we have the economics of that where a kilogram of cocaine in Colombia
is about $2500 and in Australia it can be, on our latest reports, anywhere between $150,000
and $250,000," Mr Lawler said.

The ACC report, Organised Crime in Australia, launched in Melbourne on Friday is regarded
as the most comprehensive study to date into underworld activity.

It describes organised crime as borderless, says it is embracing new technology at
a frightening pace and puts its cost to Australia at between $10 and $15 billion annually.

Home Affairs and Justice Minister Brendan O'Connor described the report as a "how-to
manual" for fighting organised crime.

He said the report highlighted the rapidly changing face of organised crime from which
no sector was immune.

"We must dismiss any traditional view we may have had of organised criminals being
limited to geographical areas, common ethnic groups or social systems," he said.

"They work beyond their borders to operate transnationally, they join forces where
it suits them, work across multiple criminal markets and use processes and strategies
that frequently mirror the corporate and legitimate world."

The report aims to educate businesses and individuals to create an environment "less
fertile for organised crime".

Accompanying the release of the report is a series of public fact sheets on cyber crime,
outlaw motorcycle gangs, money laundering and the drug trade.

"We are arming people with the knowledge they need to report potential criminal activities,"

Mr Lawler said.

Closer collaboration between law enforcement, government and industry against the high
level criminal activity is also recommended.

The report describes Australia's illegal party drug market as a multi-billion-dollar
enterprise with a large number of syndicates.

"Australians are among the world's highest per capita consumers of illicit stimulants,
and drug prices in Australia far exceed prices overseas, making domestic drug production
and importation highly profitable," the report says.

The role of ethnic crime is also examined, concluding the greater propensity for violence
of certain groups.

Two men .. who held a heavily pregnant woman at gunpoint in Sydney's east .. might
have been seeking information on laptop computers which they stole from her.

The woman .. who's eight months pregnant .. was upstairs in her Maroubra home late
yesterday when she was confronted by the men .. who were armed with a gun and knife.

Police say the men stole several laptops before fleeing the Beauchamp Road house.

The 19-year-old woman was uninjured .. but left badly shaken by the incident.

SYDNEY, April 10 AAP - A little bit of India came to Randwick on Saturday.

Well, a fair bit, actually, especially for the well-heeled guests at the Emirates marquee,
which attracts socialites like bathers to the Ganges.

The decor, menu, music and activities were all about the sub-continent, in keeping
with the airline's policy of promoting a region of the world every year.

Wait staff wearing gaily coloured turbans and extravagant curly-toed shoes served guests
a range of Indian fare.

Those not preoccupied with champagne could sip Darjeeling tea.

There were plenty of quails eggs to wash down, but not a chapati in sight.

A troupe of Bollywood dancers strutted their stuff to the strains of sitars and a driving
drum rhythm.

A henna tattoo artist was on hand to give guests the option of body decoration.

The marquee was awash in rose petals and a lavishly decorated ceiling which gave it
the feel of a desert tent.

International visitors included Bo Derek, star of the 1979 movie 10.

The Emirates guest list also included Test cricketer Michael Clarke, actor Matthew
Newton and his American actress girlfriend Rachel Taylor, TV presenter Jaynie Seal, and
the late businessman Richard Pratt's mistress Shari-Lea Hitchcock.

And Kamahl, though of Sri Lankan heritage, looked particularly at home.

CANBERRA, Aug 27 AAP - A coalition of peak educators has called on the federal government
to roll out a new safety campaign designed to protect vulnerable international students.

The coalition of six higher education groups released a joint statement on the state
of Australia's international education industry on Thursday.

They want to see the sector developed to maximise its diplomatic, social, cultural
and economic benefits to the community.

As a starting point, the coalition has drawn up a 10-point action plan for international
student education that they want to start discussing with the federal government before
October.

The plan calls for a "student safe" campaign for domestic and international students,
following the bashing of Indian students earlier this year.

It also wants to see education agents, who have been accused of ripping off the foreign
students they recruit to study in Australia, better regulated.

The coalition is made up of The Australian Council for Private Education and Training,
TAFE Directors Australia, English Australia, the International Education Association of
Australia, the Independent Schools Council of Australia and Universities Australia.

It said it wasn't poor laws that were damaging the reputation of international education
in Australia, it was the fact that they were not being enforced.

"The focus should not be on the development of further and more prescriptive regulation
so much as on effective application of existing legislation," the coalition said.

They were especially concerned with the "fragmented approach" and "inadequate investment"

in the sector's regulation.

"There is a lack of coherence in regulatory jurisdictions, responsibilities and practices,"

the coalition said.

"This fragmentation has been damaging, first and foremost to students, but also to
the industry as a whole."

The government last week introduced to parliament tougher rules to protect overseas
students from unscrupulous education agents.

NSW: Male driver dies after flipping car on the M4

SYDNEY, April 19 AAP - A man is dead after his car hit a power pole and flipped on
the M4 motorway in Sydney's west.

Police said they found an upturned car near the Colemans St on-ramp at Merrylands at
about 12.20pm (AEST) on Sunday.

The male driver died at the scene.

It appears the man veered across a number of lanes, clipped a power pole and hit a
safety barrier before the car flipped on its roof, police said.

Motorists are urged to avoid the area as two east-bound lanes and the on-ramp remain closed.

Anyone who witnessed the crash and has not yet spoken to police is urged to contact
Crime Stoppers on 1800 333 000.

Vic: Telstra workers to start industrial action from the weekend

Telstra workers are continuing to refuse to do overtime today as part of their industrial
action in support of a collective agreement.

The Communications Electrical Plumbing Union says the ban on overtime and call-outs
won't finish until midnight tonight.

The action follows a secret ballot of nearly four and a half thousand Telstra employees
who voted for industrial action against Telstra because of the company's refusal to negotiate
a collective agreement.

CEPU telecommunications state secretary LEN COOPER says emergency services that may
experience difficulties .. including hospitals and triple zero services .. will still
be repaired.

BEIJING, Aug 9 AFP - The hopes of strife-torn Sudan for an elusive Olympic medal lie
squarely on the teenaged shoulders of 800m runner Abubaker Kaki Khamis, in only his second
full season over the event.

Kaki, as he is known, has taken the world stage by storm and while not reaping the
fame of Sudan-born runner Lopez Lomong, who was picked as the US team's flag-bearer at
the Games opening ceremony, is a much surer bet for a podium finish.

Kaki, 19, arrives in Beijing as the All-African and Pan-Arab champion in the 800m.

He recorded a leading time this season of one minute 42.69 seconds in Oslo in June and
has been in imperious form in the two-lap event.

His time was also a new world junior record, knocking 0.95 sec seconds off Kenyan Japheth
Kimutai's previous best in 1997, and a sharp reminder that a great talent had arrived.

"Great pace, great race. I felt the power. My first world record. I'm extremely happy,"

said Kaki at the time.

In March, Kaki had become the youngest ever world indoor champion (at 18 years and
262 days) when winning a gripping 800m final in Valencia.

He led from start to finish, and completed the final 200m in just over 26 seconds.

"My coach told me to go to the front and run as fast as possible and these tactics
were good," he said.

"I think I can run well in Beijing."

Kaki acknowledged that the world indoors in Spain had offered him a chance to alter
the negative world view of Sudan.

The African country has been wracked by ongoing civil unrest that has seen 300,000
deaths in the Darfur region, according to UN estimates, as well as the displacement of
2.2 million others since 2003. The Sudanese government puts the number of fatalities at
10,000.

"Valencia was a great experience. It was the one thing I could do to change the bad
image of my country," said Kaki, whose own training had been disrupted earlier in the
season when unrest prevented him and his training group leaving Khartoum for a high-altitude
camp in Yemen.

Kaki's coach, Jama Aden, a former Somalian 800m runner who has taken up British citizenship,
said his charge was now the most popular sportsman in Sudan.

"They are expecting him to win (Olympic gold)," said Aden, who first noticed Kaki as
a 15-year-old in a school cross-country run in which he set off at a fast rate of knots
but faded to finish 20th.

"I don't think a silver medal at the Olympics is good enough for them after what I
have seen from the reception at the airport. It was like Brazil winning the World Cup."

Qld: New owners to upgrade island resort

BRISBANE, Dec 13 AAP - Mercure Resort on Queensland's Great Keppel Island will undergo
a multi-million dollar upgrade following its sale to Sydney-based investment group Tower
Holdings.

The resort, which was previously owned by private investors who sold it for an undisclosed
price, is located off Yeppoon on the central Queensland coast.

Tower Holdings chief executive Terry Agnew said the company planned to make a substantial
investment in the resort and its facilities.

"We are long-term investors and aim to provide a stable ownership period," Mr Agnew said.

"We have also purchased the nearby underwater observatory and plan to operate tours
from the resort."

The resort, presently managed as part of the Accor network, will operate as a stand
alone property known as Great Keppel Island Resort under a new management structure from
February 1, 2007.

Its general manager will be Anthony Cleary, who previously managed Hamilton Island's
Beach Club and was chairman of Tourism Whitsundays.

Qld: Qld ministers spend $30m on expenses

BRISBANE, Aug 8 AAP - Queensland government ministers outspent the two opposition party
leaders more than 10 to one, according to the latest expenses figures.

Ministers spent $29.4 million over the past financial year on travel, salaries and
other expenses.

Opposition Leader Lawrence Springborg's expenses budget totalled $1.95 million, while
former Liberal leader Bob Quinn spent $383,000.

Mr Beattie spent just under $4 million, including $164,000 on overseas travel and official
duties.

Fed: Parliament to vote on RU486 bill

CANBERRA, Feb 16 AAP - Federal MPs will today vote on whether to remove Health Minister
Tony Abbott's control over the abortion drug RU486.

The vote followed an extended midnight sitting of parliament during which MPs spoke
passionately on the issue.

Mr Abbott launched a scathing attack on the pro-abortion movement, saying abortion
was worn as a "badge of liberation" by some and likening it to murder.

But Treasurer Peter Costello strongly backed a woman's right to choose and said he
would use his conscience vote to support the bill.

Mr Costello said that 18 years ago, as his wife lay unconscious in hospital, he was
confronted with the choice of whether to abort their pregnancy.

He chose to continue with the treatment and the pregnancy and both survived.

But he was adamant that the law should have allowed him the choice.

Before they vote on the bill today MPs will have to consider proposed changes by Liberal
backbenchers Jackie Kelly and Andrew Laming.

Ms Kelly is pushing to retain Mr Abbott's control over the drug but give parliament
the final say.

If Ms Kelly's amendments are supported, the bill will be thrown out entirely and she
will have to introduce a new bill to be considered by both houses of parliament.

The Senate has already passed the bill.

Automated enrollment a retention tool

With employers struggling to attract and retain top talent in a tight labor market, it's no longer enough to advertise that a "competitive salary" is being offered.

Today's job candidates are seeking much more than pay, including a broad range of benefits and coverage levels. With such demands often come complex benefit offerings, whose delivery and communication must be simplified to fully realize these key corporate objectives.

"The convenience of automated enrollment and life-event changes is imperative to employee retention," observes Bruce Marks, senior vice president of Benefit Management Group. Cleveland-based BMG, a division of Interactive Information Service Inc., has developed AutoBene, which allows employees to enroll in their benefit plans via the Internet or interactive voice response (IVR).

He believes that enhancing a traditionally painstaking process "can be a contributing factor to making the organization an employer of choice" as employees increasingly appreciate the convenience and ease-of-use of automated enrollment. In the past, Marks says HR departments have underestimated the importance of making it easier for employees to enroll in their plans and research benefit questions.

For as much as employees are finding value in automated enrollment, the approach obviously is just as appealing on the HR and benefits side. The Internet, for instance, can significantly reduce paper enrollment processing and even eliminate paper, altogether, when the process is augmented by an IVR application keeping benefit administrators just as happy as enrollees.

First came carpal tunnel syndrome. Now there's computer vision syndrome or CVS, which is triggered by excessive staring into a computer monitor. Both are hazardous to employee health.

But some visionary employers are fighting back. Take NORCAL Mutual Insurance in San Francisco, whose 209 employees recently received a CVS-prevention benefit as an enhancement to the company's eye care benefit provided by Vision Service Plan (VSP).

"People appreciate the added consideration for their health and safety," reports John McClain, the company's vp of human resources.

Indeed, forward-thinking employers like NORCAL understand that access to high-quality eye care is the best means of prevention, adds Don Yee, executive vice president of marketing and corporate development for VSP in Sacramento, Calif.

"The thinking," he says, "is that employees who are healthy and comfortable will be more productive at work a conclusion that makes vision care a necessity, not a luxury."

McClain's expectation is that the effort to combat CVS will improve employee health and lower benefit costs: "We're taking preventive measures that over time we hope will reduce the risk to employees and result in a reduction of health care or even workers' comp costs."

Nearly 90% of people who work with computers for more than three hours a day suffer some form of eye, neck and back discomfort, according to a study by the Centers for Disease Control. The American Optometric Association estimates that 60 million Americans suffer from computer eyestrain a serious problem that is costing nearly $1.2 billion each year to diagnose and treat.

Symptoms include eyestrain, dry or irritated eyes, blurred and/or double vision, fatigue, neck or back pain and headaches.

THE WAR of words between two racingindustry heavyweights is raging at what would be seen to be a particularly pertinent time. Patrick Kennedy, chief executive with bookmaker Paddy Power, and Christy Grassick, general manager at Coolmore Stud, have been slugging it out in the trade publications. The issue is whether Paddy Power and others on the bookmaking side are paying a sufficiently high tariff to those who are providing the animals which are the raw material of racing.

As with the best debates, there is considermanning able merit in the arguments of both men. Basically, Grassick and others believe that the State owes racing for the job that it does in promoting a sport at which this country has excelled internationally.

The idea is that the State should levy the bookmakers to a more significant extent and pass the tax on to the racing industry. Ballydoyle, the racing wing of Coolmore Stud, played its part last week when the Aidan O'Brien-trained Fame And Glory lived up to his name in the Gold Cup at Royal Ascot.

The message is simple and seemingly logical: the racing fraternity in Ireland brings horses like Fame And Glory to the racecourse and thus generates income for all the various bookmakers. Their reasoning reckons that they should be rewarded for the production line. As an argument, it has its merits.

Kennedy, unsurprisingly, does not take this view. He believes that the betting industry here is not as dependent on Irish horse racing as Grassick or, indeed, Horse Racing Ireland (HRI) would like to think.

In the wake of the visit of Queen Elizabeth II, and her interest in the stud farms of Ireland, along with the equine superstars like Fame And Glory and So You Think, Grassick and company are currently winning the public relations battle.

However, the bald fact is that those crossing the threshold of Ireland's 1000 or so betting shops are not doing so with the primary aim of backing horses at Gowran Park or Kilbeggan or Ballinrobe, or even The Curragh and Leopardstown.

They may well end up backing at these racecourses but Irish racing is simply not the main thing that lures punters in off the streets.

Kennedy says: '90 per cent of Irish sports bets on our internet and telephone channels last year had nothing whatsoever to do with Irish horse racing.' That is a simple statistical fact.

The Paddy Power boss asks why Irish racing should be the beneficiary if someone visits one of his branches and simply bets on a Heineken Cup rugby match.

It is difficult for Christy Grassivck to counter that point. It is also a nobrainer for him to complain about low levels of prizemoney here when many of the principals in Irish breeding have enjoyed and continue to enjoy a tax-free existence.

The problems of the Irish breeding and racing establishments were created by successive Fianna Fail-led governments who spoon-fed the racing fraternity. They are now suffering the withdrawal symptoms in more straightened circumstances.

The hard fact for Grassick and others is that they need to convince a new, less-sympathetic Government that racing deserves State subventions.

In the light of the visit of the British monarch and the successes of Royal Ascot, they have a chance of bending the ear of Agriculture Minister Simon Coveney.

But, at the end of the day, Coveney knows how handouts to Irish racing, where many are over-paid and owners and breeders are not paying their dues, will play with the electorate.

This column has stated previously that bookmakers and their customers should be heavily taxed; but that Irish racing has no right to that levy which should be directed to health and other areas.

Our views, unlike the statistics thrown up by Messrs Grassick and Kennedy, have been constant on this issue.

Air Marshal (retd) Ayaz Ahmed Khan has criticised SCBA President Asma Jahangir for what he called her "old pent up anger and grievances and her violent tirade against the armed forces" which, he said, lacked rationality, wisdom and logic.

"By denying the Awami League and Shiekh Mujibur Rehman to form the government at the Centre, the PPP and the junta destroyed Quaid-i-Azam's Pakistan. They should never be forgiven for this act of treachery. But to condemn the Pakistan Army for good for the follies of the PPP leaders and the Junta is unacceptable."

Clouds in that cloud? As cloud computing becomes the next big thing, security issues have to be dealt with.(TECH TOPICS: IT RISK MANAGEMENT)(Editorial)

First it was software off a shelf. Then it was solutions developed, installed and maintained by providers. The current hot topic in business technology is software as a service, or some other form of cloud computing. They all represent leaps forward in productivity, capability and profitability to banks. What they all have and continue to require, however, is an acute focus on and control of risks.

It is pretty much a given that the use of outsourced services delivered over the internet, as opposed to maintaining software and other infrastructure in-house, will grab hold of business.

"It's a tidal wave that's going to engulf us all within the next five years," predicts Ron Catrone, senior vice-president and chief information officer, Farmington Bank, Farmington, Conn.

Peter Graves, CIO, Independent Bank, Ionia, Mich., says in his blog "Tech Without Hype," on ababj.com, that cloud services will be a $160 billion industry by the end of 2011.

"There are a lot of positive reasons to adopt cloud computing as a technology or to add functionality," says L. Randy Marsicano, manager of professional services for WolfPAC Solutions Group, and a speaker at this year's ABA Risk Management Forum. "It reduces cost in your organization. You don't have to take on additional hardware. You don't have to have additional resources. Your time to market is quicker. It's a way to implement cutting-edge technology without the cost associated with it."

Risks, but known risks

As with all technology, there are risks involved. The fortunate thing, though, is that with cloud there are no new risks involved.

"The worst-case scenario doesn't change, regardless of infrastructure," says Brett Wilson of Trust-wave, an information technology and compliance company that offers cloud services for merchant banks. "The worst-case scenario for any organization around IT security are breaches, the notifications that go along with those, financial loss, reputational damage and regulatory actions that might result."

Marsicano, in a presentation, listed seven cloud-computing risks that banks and other businesses have to be aware of:

* Increased dependency on a third-party provider

* Loss of control over the physical and/or logical environment affecting data.

* Loss of availability should the cloud provider have a service interruption.

* Privacy and legal liability in the event of a security breach.

* Difficulty defining exact locations of data.

* Commingling of data.

* Difficulty of protecting trade secrets.

"It really boils down to three things: privacy, availability and obsolescence," says Marsicano. "Is the information secure? Is the information always available to customers, clients, internal operations that rely on that information? Are you making sure that the systems don't get old and outdated?".

But there are specific threats with the cloud. A not-for-profit organization called the Cloud Security Alliance focuses on this issue. In a very general sense, it lists seven top threats involving cloud computing: abuse and nefarious use; insecure application programming interfaces; malicious insiders; shared technology vulnerabilities; data loss or leakage; account, service and traffic hijacking; and other, unknown risks.

Dan Fisher, another ababj.com blogger ("Beyond the Bank"), warns about risks as well. "Where is your data stored? How is it being cared for? What firewalls are in place?" he asks. He recommends banks perform due diligence to answer such questions.

Regulatory vacuum

No banking regulator has yet to issue any formal guidance or policy statement regarding cloud computing. "It's that new of a phenomenon," says Catrone. When he brought the issue to his state and federal examiners, he says: "They will tell you that you need to take precautions in terms of using a reputable provider, that you document their security precautions and their security controls."

One government agency, at least, has started formalizing security controls for cloud computing--the National Institute of Standards and Technology (www.nist.gov), part of the Department of Commerce. In February NIST issued two proposed documents--a definition of cloud computing, and, most notably, guidelines on security and privacy in public cloud computing.

The basic points of this latter draft document are:

* Entities, including private businesses, should carefully plan the security and privacy aspects of cloud computing solutions before engaging them.

* They should understand the public cloud computing environment offered by the cloud provider and ensure that a cloud computing solution satisfies organizational security and privacy requirements.

* They should ensure that the client-side computing environment meets organization security and privacy requirements for cloud computing.

* They should maintain account ability over the privacy and security of data and applications implemented and deployed in public cloud computing environments.

In general, the draft report notes: "Cloud computing technologies can be implemented in a wide variety of architectures, under different service and deployment models and can coexist with other technologies and software design approaches. The security challenges cloud computing presents, however, are formidable, especially for public clouds whose infrastructure and computational resources are owned by an outside party that sells those services to the general public."

Back to basics

One point to note here is that there is no single form of cloud computing. Marsicano lists three service models: software as a service; platform as a service; and infrastructure as a service. These types of cloud computing service models can be delivered using four different deployment models: private cloud; community cloud; public cloud; and hybrid cloud. What this means is that bankers seeking the advantages that some form of cloud computing could provide them must know, at the least, what questions to ask when they approach a provider.

"You want to make sure you have adequate policies and procedures in place," says Marsicano. "You want to make sure that you will perform your risk assessments on your technology and on your business processes and business functions from a customer information standpoint. You want to make sure you do your vulnerability scanning like you normally would do as part of your regular audit cycle."

Says Brett Wilson: "It comes back to the standard way that banks are going to do operational risk management and information security in the first place. What are the functions of the application that are manipulating the data? What would happen if this data became public? What would happen if a cloud vendor had access to this data in a way that [the bank] didn't control? What would happen if the application itself became unavailable because it was in the cloud?"

A major point Wilson makes is the need to make sure both the bank and the vendor are crystal clear on who is responsible for what.

Catrone--whose bank has yet to adopt cloud computing but has considered it--says, "It comes down to some degree of trust." He notes that the vendors he's approached provide extensive and convincing documentation about security measures and procedures. "Look at [a vendor's website] and see what they do concerning security. It's their business. It's their reputation. If they have a breach or if they have a failure that causes losses to hundreds or thousands of customers, they are out of business."

Still, he notes, "You can do all those precautionary steps but you never really know what happens inside the black box. We have to work that out as an industry and as a regulatory issue. The economics of it are going to force it."

Telefonica Contracts for Capacity on Intelsat 905 for Spanish Programming Distribution.

PEMBROKE, Bermuda -- Intelsat, the world's leading provider of fixed satellite services, announced it signed a contract with Telefonica Servicios Audiovisuales (TSA), the broadcast unit of Spain's Telefonica S.A., for capacity on the Intelsat 905 satellite (IS-905), located at 335.5ae E. The multi-year contract offers TSA the satellite infrastructure it requires to deliver content throughout the Iberian Peninsula and the Canary Islands from Spain's leading pay TV channels broadcaster, Teuve.

The IS-905 satellite currently transmits some of the most in-demand, Spanish-language programming from leading broadcasters to thousands of cable headends throughout this region. Under the terms of the agreement, Teuve will use the IS-905 capacity to distribute its 11 channels to its affiliates; six movie channels (CINESTAR, EXTREME, MGM, SOMOS, CINEMATK and CANAL 18); and five entertainment channels (NATURA, BUZZ, BUZZ ROJO, PACHA and KIDSCO). All of its programming will be distributed through different cable networks in Spain and reach 2 million homes.

Celebrating Jewish culture.(TRY THIS ...)

The culture change movement has spurred activity professionals nationwide to seek a deeper understanding of the culture of residents they work with. Generally, culture refers to patterns of human activity and the symbolic structures of a society that give those activities significance. It also can be defined as all the behaviors, beliefs, and institutions of a population that are passed down from generation to generation. It is the way of life for an entire society. As such, it includes codes of manners, dress, language, religion, rituals, norms of behavior, (e.g., law and morality), and systems of belief.

For 15 years, I've worked at Shalom Park, a Jewish senior continuum of care community located in Aurora, Colorado. Although I am not Jewish, I have come to understand and admire Jewish culture and Jewish people. My experience with the culture comes from my research for Shalom Park, reading many reference books, searching the Internet, and receiving guidance from our staff rabbi.

As in any religion or culture, holiday observances vary. Local customs, religious background, and nationality affect how any holiday is observed. Whether or not you have Jewish residents, recognizing a Jewish holiday is an opportunity for an intellectual and educational program--plus some of the holidays are just plain fun!

In Morris N. Kertzer's and Lawrence Hoffman's book, What Is a Jew?, the following statement answers that question:

Judaism has been called "a civilization," so that Jews are a cultural group, primarily religious, but not exclusively so, linked by a self-perception of enjoying a common history, a common language of prayer, a vast literature, folkways, and above all, a sense of common destiny. In this sense, Jews would be a people, not in the national or racial sense--but in feeling of oneness. Judaism is the people's way of life.

Jewish holidays and traditions

Look at the holiday cycle of the five most-recognized holidays. In the fall, Jews observe Rosh Hashanah, also known as the "Jewish New Year." Traditions include sending greeting cards with the wishes for a good year: May you be inscribed and sealed for a good year, or Shanah Tovah (Happy New Year). The shofar (ram's horn) is blown during services. Symbolic foods include apples dipped in honey which convey wishes for a sweet and happy new year.

The next ten days, known as the Days of Awe, are a time of repentance in preparation for Yom Kippur, the most solemn of all Jewish holidays. It is spent in fasting, prayer services, and meditation.

The harvest holiday, Succot--or the "Jewish Thanksgiving"--follows Yom Kippur. It is also called "The Festival of Booths." Temporary three-sided structures that allow the stars to shine through are set up in the backyard. Children love this holiday because they get to decorate the succah (hut or booth) with leaves, fruits, paper chains, lights, and just about anything they can think of. For a week, families eat, drink, and entertain in the booth.

Shemini Atzeret, a separate holiday, is considered the final days of the festive season. One custom is to recite a prayer for rain so that the land will be fertile and there will be plenty to eat. Services are held on this day. Simhat Torah, known as "Rejoicing in the Torah," is a lively celebration in which the Torah is paraded around the synagogue seven times. Because a portion of the Torah is read each Sabbath, this holiday signifies that the Torah has been finished and it starts at the beginning.

Hanukkah is probably one of the most recognized of the Jewish holidays. Also known as the "Festival of Lights," it is celebrated for eight days. Candles are lit each night and a new candle is added each day. This holiday is a great time for families; baking cookies, playing with a dreidel (a four-sided top), gifts are exchanged, music is enjoyed, and gelt (foil-covered chocolate coins) is given. In addition to the gelt, culinary delights include latkes (potato pancakes) served with sour cream and/or applesauce, jelly donuts.

In the spring, Purim is observed with much fun and foolishness. Basically it is the biblical story of Esther. The story (megillah) is read in the synagogue and it's considered a mitzvah to hear the story. Traditions include giving of Shalakh Manot, (baskets of fruits, nuts, baked goods) and giving gifts to the poor. It is a wonderful time to hold a carnival, parade, or banquet. It truly is a time to "eat, drink, and be merry!"

Lastly is the most beloved of all Jewish holidays Passover, or Pesach, meaning to "pass over" or "spare." The first major Jewish festival mentioned in the Old Testament, Passover commemorates the deliverance of the people of Israel from Egyptian bondage. The holiday is celebrated with family because of the importance of conveying the story and the meaning of Passover to the next generation. This is done on the first two nights at a festive ritual meal called a seder, which means "order." It is replete with symbolic foods and rituals that set it apart from the rest of the year. Through this experience the Jews learn basic truths and strengthen family ties.

Incorporating Jewish culture into activities

Don't overlook your Jewish residents when planning events. Many neighborhoods have a synagogue and members who will gladly share information with you or perhaps agree to come to your facility for a program.

There are many wonderful movies with a Jewish theme that all residents will enjoy. You might not have heard about Miracle at Midnight and The Devil's Arithmetic. Older popular movies are Hello Dolly, Only the Lonely, Yentl, Fiddler on the Roof, Avalon, A Stranger Among Us, Jakob the Liar, and don't forget the classic Ten Commandments and Exodus.

Purim is a good time to introduce your non-Jewish residents to the fun of the holiday. Residents can make masks to wear on the holiday. Decorate them with feathers, sequins, and ribbons. The Shalakh Manot tradition is another opportunity for a wonderful activity for residents to enjoy. Decorate bags with handles using stickers and markers. Have residents fill them with candies, fruit, cookies, and other treats to give to staff members. While working on this project, tell the story of Esther. Both of these projects work well with children for an intergenerational activity.

During Hanukkah, play dreidel using chocolate-covered coins, peanuts, or chips for "betting." Explain what each of the symbols on the dreidel means. Part of the fun is just getting the top to spin!

Challenge your activity professional to bring the culture of other people to the residents. It is rewarding experience learning about our neighbors.
